Technology Voucher Programme (TVP)
Technology Voucher Programme (TVP) is a technology fund funded by the Hong Kong Innovation and Technology Commission. Beginning to accept applications in November 2016, the purpose is to subsidize local small and medium-sized enterprises to use technological services and solutions to improve productivity or upgrade and transform. From April 1, 2020, the upper limit of funding applied by each enterprise will be increased from HKD $400,000 to $600,000.

What qualifications do I need to apply for the Technology Voucher?
The basic application qualifications for technology vouchers are very simple. As long as your organization meets the following three conditions, you can apply:
- Has been registered under the “Business Registration Ordinance”; or has been incorporated under the “Companies Ordinance”; or is a statutory body in Hong Kong;
- Not a listed company in Hong Kong, nor a government-funded organization or its affiliates;
- Have business operations in Hong Kong.
What is the amount of TVP funding?
At present, the maximum subsidy amount of the TVP is 600,000, and the applicant organization needs to be responsible for at least a quarter of the total project cost. That is, if the total project cost is 320,000, the TVP will subsidize up to 240,000, and the remaining amount is up to the applicant organization to bear. Each qualified applicant can only apply for a maximum of 6 projects, but the cumulative funding limit is the same as 600,000, and it is not possible to carry out multiple science and technology voucher projects at the same time. One project must be completed before submitting an application for a new project.
Funding Usage of TVP
TVP funding can only be used for the following four purposes:
- Technology consulting services: the funding amount can be used to hire IT-related consultants, but the consultants need to be from local scientific research institutions or companies with Hong Kong business registration;
- Necessary customized technological components: expenditures can be purchased or leased, and components can be equipment, hardware, software, technological services, etc.;
- Necessary off-the-shelf technology components: This and the above one are “custom” and “off-the-shelf” respectively, and off-the-shelf components have more restrictions – their cost should not exceed 50% of the total project cost;
- Audit: This item is only applicable to projects with funding over $50,000, and the total audit fee is up to $3,000;
Other operating costs, such as rent, publicity, and promotion, marketing expenses, etc., are not subsidized.
